Antique Rollman Mfg. Co. Mini Food Chopper /Grinder #12.
Hello! You are  looking at a neat antique mini cast iron food grinder. It is very small, just 7'' tall with the table clamp all the way closed. It is fully functional as a grinder and can be fully taken apart for cleaning. It is too well made to be a child's toy and was suggested to me that it could be a salesman's sample.
It has two grinder sizes (two discs with holes that determine the size of the finished product).
One side of the body of the grinder says "Rollman Food Chopper #12", and the other side says
"Rollman Mfg. Co. Mt Joy PA USA.  It was manufactured sometime before 1909 as the company changed it's name to Universal Hardware at that time.
It is in very good condition for being over 100 years old. Even though it is functional, it is dirty and has a very small amount of rust  in the interior grinding parts so I would consider this to be only a decorative piece.
